The ultimate goal of creating Intacct Smart Rule conditions is to generate warning/error messages so the end user can enforce business rules on financial management activities within their business. Initially, it may be quite confusing, as the condition you are creating to trigger the warning/error is for success as opposed to a failure, if the condition is not met. Within the Intacct Developer Portal, you will find some good examples of how to create an Intacct Smart Rule to validate entries. Below are some Smart Rules I wrote.
Example 3: Display a warning whenever an attempt to create a new project is made

Note: The warning in this example triggers on every attempt due to the condition 1!=1 always returns false
